Liberty Town Hall

December 8, 2025

6:30 PM

  1. Meeting was called to order by Chair Vidas at 6:30pm
  2. Chair Vidas moved to approve November 2025 minutes after being read with no corrections.  Supervisor Townsley seconded, motion carried.
  3. Chris read the treasurer’s report which was then put on file.
  4. Dumpster Monitor’s report: Nothing to report.
  5. Equipment and Road report: Winter equipment is set up and ready to go. Fire signs with the help of Chris are finished. There were two trees down on Chadwick Hollow and taking care of one of them knocked a window out in the loader but will be replaced soon.  The dump truck went in for general maintenance to the La Farge truck center; all is good there too.  Chains have been ordered and we will probably need 100 markers for culverts.
  6. Building permit update: nothing to report
  7. First public comment: Carrie Vanek said thank you for the minutes being read.
  8. Town Announcements: The paperwork has been obtained, again, for hooking up the internet to the Town Hall. Some minor details need to be worked out, like speed we want to pay for, and pin number and password.  It will be done hopefully by Spring.  We received a logging notice for the James Kellog property which should happen in a couple of weeks.
  9. Fencing Issue-Timm Bender:  Timm explained he had his property surveyed in case he ever wanted to sell. This was done in 2018.  It was agreed that when Timm finds the survey markers, the Mueller’s will move the fence to the property line.  We will come back to this issue next month.
  10. Clerk Engh presented the board with the Election workers for the 2026 Election year. Chair Vidas moved to have Bert Miller as chief inspector, Logan Gefle, Sheree Anderson, Cathy Lindskens, and Kay Starr as the election inspectors.  Supervisor Townsley seconded, motion carried.
  11. Cost of Living raises: Chair Vidas made the motion to increase the rate of pay from $12.00 per hour to $12.50 effective January 1, 2026, for the election workers and the dumpster monitor. Supervisor Townsley seconded motion carried.  Chair Vidas made the motion to increase the rate of pay form $20.00 per hour to $20.80 effective January 1, 2026, for the patrolman. Supervisor Townsley seconded motion carried.
  12. Fire board association update: Terry gave us several updates from the latest fire board association meeting.  One was about the latest fire that was on Hwy. SS.  The person was charged with arson and is still in jail.  The bill to the property, which is in a trust, was sent out.  They are looking for a new supplier for their turn-out gear. Everyone is current on their dues except for the Village.  All insurance documentation is in house now.  The meetings will be on the 1st Wednesday of every month.
  13. CPC updates- Carrie said they had quite a few responses from the survey, and they are currently going through them.  It will take a bit of time, but she thanked all who filled them out. It will be a process.
  14. Illusion Drive update: A written request was sent in by Shannon Schultz to request a variance for the cabin at the Property of S5712 N. Illusion Dr., Viola, WI.  Chair Vidas moved that we grant the variance requested, Supervisor Townsley seconded, motion carried.
  15. Website discussion: Several questions came up about the website.  Clerk Engh will talk to Catherine and see how she feels about updating ordinances, the calendar, and making an announcement section.   It was mentioned that we are a small town and the website is better than some other towns.  But we will see what can be done.
  16. Updates on capital projects and community grant funds: We received the grant payment for the ramp and painting of the Town Hall. The second grant paperwork will be turned in by January, and we will receive that money after that.  The County has gotten another round for giving out grants, and we will need to apply by February.  We will discuss possible projects at our January meeting.
  17. Second period for public comment: Chris will be available at the Town Hall on December 27th from 10-2 to collect tax money and give out dog licenses. Also, on January 31st from 10-2. Allen informed everyone that the first roads done for plowing are the bus routes which are Gore Hollow and Elk Run.  Carrie Vanek asked if the bill that was sent out for the recent fire was sent by certified mail.  Signing for something seems to gain the attention of people. Chris answered her question.  Martin Chapman asked if the bill went to the property owner or the trailer owner.  Chris answered his question.
  18. Chair Vidas moved that we approve paying the monthly bills for December 2025 of $36, 703. Supervisor Townsley, seconded.  All in favor, motion carried.
  19. Future agenda items: Final update on Illusion Dr., email address for the Town, status of grants, possible project for future grant money, dog licenses.
  20. Next meeting date is January 5th at 6:30pm with the CPC meeting being on the 12th at 6:30pm.
  21. Meeting was moved to adjourn by Chair Vidas, at 7:38pm, Supervisor Townsley, seconded  all in favor motion carried.

Respectfully submitted,

Sharon Engh
