Town of Liberty Comprehensive Planning Committee
June 1, 2026 Meeting Minutes

Attendance: Martin Chapin, Susan Mueller, Nicole Rakobitsch, Bill Townsley, Carrie Vanek
- Meeting was called to order at 6:34 pm by Vanek.
- Approval of May 4, 2026 minutes
- Chapin made a motion to approve minutes as written, Vanek seconded. All in favor, approved.
- Public Comment
- Chris Abrahamson:
- Maps from Vernon County have come in. Chris brought in physical copies, he will email copies to Vanek and Rakobitsch.
- Land Division ordinance is in the works at Vernon County Planning. Subdividing into lots under a certain acreage will require a certified survey.
- Data center moratorium has been suggested at the County level. Alternative is to have the moratorium at the town level – this is currently being pursued.
- Vernon County is using Monroe County Zoning as a template for county wide zoning.
- Regarding Question #19 (“Are the Town of Liberty gravel roads maintained to your satisfaction”) on the Town of Liberty 2025 Comprehensive Plan Survey: the Town Board would like to know if the 19 residents that responded “no” live on gravel roads. Mueller made a motion to parse this data out for the board, Townsley seconded. All in favor, approved.
- Survey data review and procedures for incorporation into the Comprehensive Plan.
- Committee reviewed page 1 and how to summarize the data. Committee agreed to use Q#6 as well Q#15, 16, 19 and 20.
- Committee reviewed example bar charts of the following survey results: Q#2 (option #2) , Q#6 (option 1) ,Q#9 , (option 3). ( ) indicates the option selected for inclusion in the Survey Results.
- Open ended survey responses will be listed in Schedule A of the Town of Liberty 2025 Comprehensive Plan Survey results. Results of each question will be categorized by theme. Committee members will work on this and bring to the next meeting. Members are assigned the following questions: Townsley: #23 and #13; Chapin: #28 and #27; Mueller #6, #24 and #25; Rakobitsch #14 and #26; Vanek: #12 and #18.
- Suzie will bring pie charts to next meeting for Q #5 and Q#10.
- Public comment form revisions (mail/email addresses)
- We are waiting on the town to get an updated .gov email address. Once the email addressed is available Vanek will update the Public Comment Form. Mueller made a motion as such, Rakobitsch seconded. All if favor, approved. This does not need to come back to the committee when the email address gets created.
- Future agenda items
- Continue with survey analysis – review pie charts, review open ended response themes.
- Confirm July 6 meeting date
- Committee confirmed July 6 meeting
- Meeting adjourned
- Mueller made a motion to adjourn at 7:30 pm, Chapin seconded. All in favor, adjourned.
