Minutes

Board members present:  Chair Orlin Engh, Supervisor Adrian Amelse, Supervisor Townsley and Clerk Sharon Engh

  1. The meeting was called to order by Chair Engh at 6:30pm.  
  2. Motion to approve the minutes from 10/9/2023 and the 26th by Chair Engh, Seconded by Supervisor Amelse.  All in favor motion carried.
  3. Treasurer’s report was read by Clerk Engh in the absence of Chris and put on file.
  4. Dumpster Monitor’s report:  No report
  5. First period for public comments:   There was none
  6. Town Announcements:  None
  7. Discussion and possible action for accepting the budget for 2024:  Supervisor Amelse made a motion to approve the budget that was presented to the public with the tax levy of $99,000. Chair Engh seconded, all in favor, motion carried.
  8. Discussion on Drone use in the Town of Liberty:  There were several people there, concerned about a drone that was circling properties and homes, into the late evening.  Supervisor Amelse moved to follow up with Matt about what an ordinance might say and to call dispatch as to the conversations they had with Matt.  We will have a working item for an ordinance at the December meeting. Seconded by Chair Engh, all in favor, motion carried.
  9. Discussion and possible action about AARPA funds:  Tables will be purchased for the town hall, chairs have already been purchased, maybe a few more chairs would be good. 
  10. Discussion and possible action about the machinery on the right of way on Ames Road:  According to the state statute 86.04, there is not to be any equipment in the right of way off any road in the town.  Noah was there to let us know he would move his equipment very soon.  He was told many times by Chair Engh the importance of moving it.
  11. Update on Illusion Drive:  Orlin will drive up that way and check on things, but there is items getting taken care of.
  12. Discussion and possible action for the removal of old fencing in the Town right of way: Supervisor Amelse found out that we do need to inform landowners that fences will be removed.  We will start small and send letters to the landowners ahead of time. 
  13. Discussion and possible action for the contract for the Driftless Humane Society:  Supervisor Amelse moved that we go ahead and sign the contract and renew it for the next year.  Supervisor Townsley Seconded, all in favor, motion carried.
  14. Discussion and possible action for wage increases for the Dumpster Monitor and election workers:  Chair Engh moved that increase the wages to $12 an hour, Supervisor Amelse seconded, all in favor motion carried.
  15. Approval of Election workers:  It was moved by Chair Engh to accept the following election workers for 2024:  Albert Miller, training chief, poll workers Joanna Groves, Diane Brown, Alternates, Carol and Terry Theis and Matt Lawler.  Russel Whealti is on the list, but still needs a phone call. Supervisor Amelse seconded, all in favor, motion carried.
  16. Discussion and possible action regarding the Town Hall renovations:  No action was taken, it will be moved to the January meeting.
  17. Discussion and possible action on the future of our legal services:  Supervisor Amelse moved that he will follow-up with Abt Swain law and find out the potential future of their services.  Chair Engh seconded, all in favor, motion carried.
  18. Second period for public comment:  Bill brought up that we can now classify our roads and post speed limits.  We will discuss at a future meeting.
  19. Approval of monthly bills:  Supervisor Amelse moved that we pay the monthly bills with the total of $15, 501.63. Seconded by Chair Engh, motion carried.
  20. Future Agenda items:  Nikki from Abt Swain Law, Ames Road progress, road classifications, Drone ordiance.
  21. Next meeting will be at the Town Hall, at 6:30 pm, on December 11, 2023 
  22. Chair Engh moved to adjourn the meeting at 8:13pm, seconded by Supervisor Amelse all in favor, motion carried.
